Open Educational Resource
English language teachers who have some experience in Rwandan secondary education can't forget how hard to teach without learning materials developed for students they are teaching. Many teachers need to evaluate the usefulness of any English book they come across on the street to the class they teach. In a similar vein, higher learning institution students find it hard to learn English language while many of the learning materials are the prerogative of teachers. How many students have access to audio materials used for listening for example? Some initiatives such as Open Educational Resources (OERs) and TESSA are probably going to alleviate the problem related to accessibility of learning materials if they have not in other parts of the developing world. How are teachers and learners aware of such initiatives? Are they open using free materials open to them? How many schools in Rwanda have been reached by TESSA and in which part of the country? Are those initiatives likely to reach the mass or only those learners from the class of the "haves"? Those questions and others similar to them have been the topic of discussion in online forum about Open Educational Resources that took place from September 23 to 29, 2010. Relevant information can also be found at Open Educational Resource Foundation. Stephen Perry' s collection of OERs, The Flexible Learning course offered at Otago Polytechnic as well as Creative Commons and TAACCCT are also worthy exploring. In addition to existing OERs, some governments are committing finds to support technology-enhanced learning and learning via OERs. In this regards, we owe gratitude to President Obama and his administration for supporting related initiatives as expressively indicated in this news release.
